Overview
Harley Dykstra was engaged to deliver planning services for a new CJD Equipment facility in Albany, in the Great Southern region of Western Australia. The project involved a staged planning process to enable the redevelopment of a site for a large-scale industrial facility, including workshop, warehouse and office components to support CJD Equipment’s expanding regional operations.


Scope of work
The project was delivered in two key stages:
Stage 1 – Land amalgamation The initial phase involved the amalgamation of five lots into a single title. This created one consolidated land parcel to simplify ownership, rates and servicing, and to support the proposed single building design across the site.
Stage 2 – Development application The second phase involved a development application to the City of Albany for the proposed facility, including supporting planning justification and engagement with relevant authorities.
Key challenges
The development application process involved several complex planning and approval challenges, including:
Initial concerns raised by the City of Albany regarding land use permissibility under the current zoning
Multiple rounds of planning justification to demonstrate compliance with the planning scheme
Late requests for additional specialist reporting, including waste management, traffic and acoustic assessments, largely driven by interface considerations with adjacent residential properties
Requirements arising from traffic impacts associated with Chester Pass Road, a key transport corridor in Albany
Coordination with Main Roads Western Australia and the Western Australian Planning Commission regarding access arrangements
A complex issue relating to existing site crossovers onto Chester Pass Road, which required detailed negotiation to resolve
The process extended significantly beyond standard timeframes, with the combined amalgamation and development approval process taking approximately 18 to 20 months.


Outcome
Through iterative engagement with the City of Albany, Main Roads Western Australia, and the Western Australian Planning Commission, the project successfully achieved approval for the development.
A resolution was reached in relation to site access and crossover arrangements, enabling the project to proceed and maintain functional vehicle movements required for the operation of a truck servicing facility.
Current status
The project is now under construction. As outlined in project updates, the following works are underway:
Retaining walls have been completed
Bulk earthworks are progressing
Upcoming stages include boundary fencing and installation of in-ground services, including electrical, fire, plumbing and stormwater infrastructure
The facility is a design and construct project and is tracking towards completion, with anticipated handover in early 2027.

Summary
The CJD Equipment facility in Albany represents a complex but successful planning outcome involving land amalgamation, multi-agency coordination, and resolution of access and transport constraints to enable a key industrial development for the Great Southern region.
