Extension to Champion Lakes Lifestyle Village

The Project Brief:

Champion Lakes Lifestyle Village is an independent community that accommodates over 55’s. Given the strong evidence of an aging population in Western Australia, the Village has experienced exceptional growth and demand, with all three existing stages sold out.


To accommodate this demand, the landowner engaged Harley Dykstra to assist with an extension to the existing lifestyle village, facilitating the creation of sixty-eight (68) 2 and 3 bedroom units as well as a large area of communal open space with associated vehicle and caravan parking. This extension will see a fourth stage to the Champion Lakes Lifestyle Village.


The project builds on Harley Dykstra’s earlier involvement in project management support for the first three stages of the development, extending that trusted partnership into a new phase of planning and design.



Harley Dykstra's Involvement:

Harley Dykstra were engaged to provide design input and town planning advice for the proposed extension, managing a rigorous and collaborative process to ensure both client aspirations and planning requirements were met.


Feature Survey and Concept Design:

The project began with a comprehensive feature survey of the site, forming the foundation for detailed design work. Multiple design iterations were prepared in consultation with the client to balance community needs, landscape integration and planning framework considerations. At the forefront of this process was to facilitate high quality design that fosters a sense of community. 


Strategic Planning Pathway:

Following careful consideration, the team determined that the most effective approval process would be to utilise the Part 11B pathway, managed by the Significant Development Assessment Unit (SDAU). This pathway applies to developments valued at $20 million or more within the Perth and Peel region and provides a streamlined mechanism for significant projects such as this village expansion.


Consultant Coordination and Pre-Lodgement:

Harley Dykstra coordinated the efforts of a multidisciplinary team of consultants, including bushfire specialists, traffic engineers, landscape architects, civil engineers, and the project architect, to prepare a comprehensive submission package. Two pre-lodgement meetings were held with the SDAU to refine the proposal and ensure alignment with planning objectives.


The Development Application was formally lodged on 10 September 2025, marking a key milestone in the development of Stage 4.

Progress to Date:


The Champion Lakes Lifestyle Village extension represents a carefully managed and forward-thinking response to the evident shortage in suitable housing typologies for the aging population. 


Through detailed planning, strong inter-agency coordination, and client collaboration, Harley Dykstra continues to guide the project toward approval and delivery.
