What “Good Planning Outcomes” Actually Depend On (Beyond the Approval)

Planning approvals are an important milestone in any development project, but they are not the end point. In many cases, they are only one step in a much broader process that determines whether a project can be successfully delivered on the ground.

Across Western Australia, there is increasing awareness that planning outcomes need to be considered through the full project lifecycle, not just at the point of determination.

Planning Approval is Not Delivery

A planning approval provides a legal framework for development, but it does not guarantee buildability. Once construction planning begins, new constraints often emerge that were not fully visible during the approval stage.

These can include servicing limitations, staging conflicts, geotechnical conditions, or discrepancies between design assumptions and cadastral reality.

Common Disconnects Between Approval and Site Conditions

In WA, particularly across growth corridors such as Byford, Baldivis and Busselton, projects often encounter differences between approved plans and actual site conditions. This is common in areas transitioning from rural to urban use, where infrastructure sequencing is still evolving.

Issues may include:

  • Drainage or service alignments not fully resolved at approval stage

  • Boundary or cadastral discrepancies in older or reconfigured land parcels

  • Access constraints that only become apparent during construction planning

Why Early Coordination Matters

Projects that integrate planning, surveying and engineering early are better positioned to manage these risks. When spatial data, infrastructure design and planning intent are aligned from the outset, there is less likelihood of redesign or approval variation later in the process.

This is particularly relevant in WA where large-scale subdivision and infrastructure projects are often staged over many years.

Delivering Practical, Buildable Outcomes

At Harley Dykstra, we work across planning, surveying and project delivery to ensure approvals translate into workable outcomes. This includes aligning technical inputs early, identifying risks before submission, and ensuring approvals reflect real-world site conditions.

Good planning outcomes are not defined by approval alone, but by how effectively a project can move from concept to delivery.
