The Nautic Estate, Two Rocks – Stages 2–6 Subdivision Project Management

The Project Brief:

The Fowler Group, as the majority landowner of The Nautic Estate in Two Rocks, appointed Harley Dykstra to project manage Stage 2 of the subdivision construction for over 100 lots. Our role also includes managing the planning and delivery of future stages (3–6), along with a newly acquired additional stage known as The Spot.


Altogether, the project spans nearly 600 residential housing lots, four public open space parks, and the construction of a major external road link, Reef Break Drive.

Project to Date:

To deliver this significant development, Harley Dykstra assembled a specialist team of consultants and contractors including Cossill & Webley Engineers, EPCAD Landscape Architects, BD Water, JBA Surveys, MGC Civil, and RJV Civil. Together, this team has been engaged to ensure that both the civil and design components of the project are managed in a coordinated and technically rigorous manner.


Working in close collaboration with Fowler Group, Harley Dykstra’s design team has prepared the subdivision layout for Stages 4 and 5, comprising approximately 300 residential lots, alongside a revised design for the newly acquired area known as The Spot. These designs required a nuanced approach to reconcile environmental, servicing, and engineering constraints. For example, an existing stand of mature Tuart trees within The Spot has been preserved and integrated into the subdivision design, requiring modifications to the lot configuration and public open space framework. Similarly, the earthworks modelling has been carefully refined to balance cut-and-fill requirements, enabling maximum reuse of on-site materials and thereby reducing both external cartage and overall project costs. Throughout this process, the design intent has been to maintain a high standard of residential amenity, while ensuring long-term servicing efficiency and constructability.


Project Management of Nautic Estate

In its project management role, Harley Dykstra has also been responsible for navigating several critical technical and regulatory matters. Groundwater licensing has required detailed liaison with regulatory authorities to ensure that abstraction volumes and timing align with both environmental and development requirements. Vegetation management has involved not only protecting identified stands of native trees but also negotiating management plans for retained vegetation within public open space areas.

 At the subdivision interface, Harley Dykstra has worked to ensure smooth integration with adjoining landholdings and existing road networks, with particular attention to batter negotiations and level transitions. Finally, a key focus has been the optimisation of existing service capacity, particularly sewer and power, so that new stages of development can be delivered without unnecessary duplication of infrastructure.



Progress to Date:


  • Stage 2 subdivision works were completed in May 2025, with clearances and titles issued in June/July 2025. All lots have since sold and are ready for home building.

  • Stage 3 subdivision works (116 lots) commenced in July 2025 and are scheduled for completion in May 2026.


Fowler Group intends to continue constructing stages of approximately 100 lots each, with the full Nautic Estate anticipated to be delivered within the next 3–4 years, subject to market conditions.

The strong collaboration between Fowler Group, our consultants, and contractors has ensured that challenges are met with innovative solutions, setting a strong foundation for the future stages of the estate.
